Many German cities, even smaller ones, have fine museums with
surprisingly good websites.  For example, do a Google search:
Munich Museums. Then choose from the museums. They all have a
choice for English. Their exhibitions are good and many times you
can easily search by artists name.
They give substantial descriptions of the art and artist.
You can try this approach for other countries as well.
